You're proposal has significant overlap with Crypto++ (public domain). You might want to investigate some sort of code sharing, or at least have a look at how they've done things.

Given that it's apparently not possible in some legal systems to put code into the public domain[1], I'd be wary of the actual legality of that, since the files themselves (such as [2]) don't contain a license, just text such as "Both are in the public domain", which is a false statement, not a license.
