Open the file: libs/outfmt/docs/html/frame.html. Alternatively, to build from the sources, open up a command line at libs/outfmt/docs and run bjam using: bjam This should build the docs as long as you have BBv2 (not sure about BBv1) set up and BoostBook properly configured.
