[release, heap] bug fix merge request

This is the 77055 fix that went into trunk yesterday? Have you checked the results for any trunk tests that have cycled since then? Assuming the answer to both is "yes", and you can do it right away, go ahead and merge to release. --Beman

yes, it is 77055. the compilers that i can test myself have passed the tests. unfortunately the windows-based compilers do not cycle every day...
Assuming the answer to both is "yes", and you can do it right away, go ahead and merge to release.
