[Program options] Borland, VC7 failures?

The majority of the program_options tests on these compilers are failing. I see that other similarly-broken configurations (VC6, VC6 with STLport) are marked unusable. Will program_options work on these compilers or should it be marked unusable? Doug

At least for vc7, some of failures look fixable. I'll look into those (and parser_test failures on EDG compilers) tomorrow. Sorry for delay. - Volodya
