It is not really a website/webpage issue but a distribution issue. The distribution has an index.html, which gives the doc for the distribution, and the link in the doc for the Tool Boost.Build never actually exists.

In our distribution the top-level index.html brings up the doc. In the doc there is a link to tools/build/index.html but this html file never exists in a Boost distribution. Check out any of the past distributions, such as Boost 1.68, and you will see this.
