[SoC] Submission Template

I've created a student submission template as part of the SoC application (which I'm currently working on). It's largely reconstructed from last year's template, with a couple of modifications. Can mentors from previous years and prospective mentors for this year please look over the template to see if there's any other information that might be useful?
