There is a 'sync' library in the Boost build tree as a submodule, but I see no documentation for it in Boost 1.74 itself. Is this currently a Boost library, or what is it ?

The documentation is in the process of being (slowly) written. Boost.Sync only exists in develop currently and has not been officially released.
