boost-libraries should be independent from others?

Hello, I'll can remeber that in the list or on the web-site it was suggested that new boost libraries should be independent from other boost libraries. If this is still correct - I'm wondering because I wouldn't reinvent the threading, signaling etc. libraries. What do you think? regards, Oliver
