[filesystem] Patch to improve CodeGear/Borland support

Hallo, Beman. The patch enclosed here: http://svn.boost.org/trac/boost/ticket/1304 improves support for the latest CodeGear compiler in the filesystem library. Let me know if you would like me to apply it myself, assuming you have no objections to it being applied in the first place, that is. It is already applied. I (and presumably other developers) get an email whenever a patch is uploaded to trac for one of my libraries. Thus there isn't any need to also post a message to the main list. Thanks for working on CodeGear workarounds! --Beman

Yes, I don't know why I didn't think of it myself, especially after receiving 3-5 emails for each ticked I entered :-)
