I like the idea of keeping them separate.

Submodules are ok for things that benefit from the additional cost, but if they aren't needed, I'd never use them.

Note, the regression/reporting branch should probably also be removed, since it's unused in the superproject.

That'd be ideal, but currently the scripts in the module assume that it will be in place. We'll also need to deal with links to http://www.boost.org/tools/regression - should probably just put it somewhere else on the site, and add redirects.
