I do not understand something in Boost.Build system. This test should pass. Are you sure you did update -d ?
cvs -z9 update -dPA >> update.log and it ran at 0300 -0700 (PDT)

This test pass locally on all 10 configurations on Windows I test it against. Failure have something to do with the directory where test is run (I think). Gennadiy.
