Characters outside the basic source character set: what guideline?

Hi guys, do we have (or desire) a guideline about the usage of characters not in the basic source character set? One of the Adobe ASL patches for Boost <http://opensource.adobe.com/wiki/index.php/Annotated_List_of_Boost_Patches> (see is_base_and_derived.hpp) concerned this issue and was recently applied. Similarly, the bug database has: <https://sourceforge.net/tracker/index.php?func=detail&aid=1461533&group_id=7586&atid=107586> In short, while the standard specifically provide for behavior in translation phase 1 (!) many compilers still have (supposedly) problems with them.
