Should be. I set that date for closing subversion when the release date was changed (http://lists.boost.org/Archives/boost/2013/11/208246.php). Unless there are any objections, I'll do the same for whatever the release date ends up being. But I'm not going to update it on a daily basis, which is why I haven't changed it since then.
