[concept_check] Failures because of broken Jamfile.v2

These failures <http://tinyurl.com/r6z9t> seem to be because the Jamfile.v2 in the branch has incorrectly defined the tests as link-fail instead of compile-fail. The HEAD version of that Jamfile.v2 is considerably different, and has the seemingly correct compile-fail tests. It looks like somebody forgot to merge, and in addition to that, the XSLT reporting scripts ignored all link-fail tests completely until Jürgen found the problem and Alexey fixed it. Eek! - Volodya

The library's been massively revamped on the HEAD. I still need to document it.
