It does somewhat -- there are BGL bugs that are kept open (because they are legitimate problems) that have too low of a priority to work on actively. If a user submits a patch for them and can test it they will be fixed. On the later things in your reply to me, I do like the new rewrite.
Is there a "deferred" state for bugs? We could explicitly ignore those in the minimum time to handle statement.
I do not see one, but I believe the administrator can add it as a resolution. There is a setting of "To Be Determined" as a milestone, while is somewhat like "deferred", though. -- Jeremiah Willcock
