[boost] [1.41.0] Cleaning up inspection errors

      The Inspection Report is showing 1292 problems reported. I'd like to 
drive that number way lower for the 1.41.0 release.

The "Worst Offenders" list is:

   test (254)
   regression (145)
   gil (140)
   build (116)
   proto (75)
