[boost] [1.46] [iostreams] Okay to merge changeset 68779

AMDG This fixes a regression in filtering_ostream::flush. It should be safe, as it simply restores the original behavior. I've checked the trunk regression tests and didn't see any issues from this. In Christ, Steven Watanabe
