[boost] [system] BOOST_ERROR_CODE_HEADER_ONLY undocumented

      Hi,

BOOST_ERROR_CODE_HEADER_ONLY macro is useful, but undocumented.
Should not use this macro?

And I think should move implementation
(`libs/system/src/error_code.cpp`) to `boost/system` if formal provide
this macro(example: `boost/chrono/detail/inlined`). Depending on the
package manager is not provide below the `libs` directory (example:
Portage of Gentoo Linux).
