[boost] [release][multi_index] Permission to merge to master

I'm asking permission to merge the following fairly trivial changes to master: https://github.com/boostorg/multi_index/compare/bbb915bd344463ba767aebe79884... Travis and AppVeyor tests are passing. BTW, the conditions for allowed commits at this release stage ("closed for major changes") are not clear to me. Do I really need to ask for permission if the change (as is this case) is deemed minor?
