[boost] Rationale for library name convention [Was: Dot in Boost Library Names?]

In case someone else remembers I'd be interested in the rationale for that choice. After all, boost is about C++ with many libraries ending up as candidates for standardization, so it strikes me as odd to start names with an uppercase letter and to have something else than the double colon as a separator.
