there is already a huge investment in other languages (such as GSL, which is written in C), this will be a significant hurdle.
I've not used the GSL: would it benefit in either usability (*) or efficiency if it used C++ templates/objects? If so I wonder if the GSL authors would be open to a dual, boost-compatible license so that a boost library could borrow code as it needed to, rather than having to re-invent the wheel.
