Sorry, I don't know nearly enough about this to be able to tell what needs to be done here.

Technically, there is not much to do. Certainly not enough for a GSOC, and certainly stuff that should be done by experts (eg me, Daniel). The blocker to moving to CMake is acceptance of it as a goal by the boost community. That's not something for a GSoC to resolve. Thanks, Steve.
