No. ICU is a library for Unicode support. What 'locate' found is part of a SCSI library. See http://www-306.ibm.com/software/globalization/icu/index.jsp and http://icu.sourceforge.net/ (For Gentoo: emerge icu. For Debian: apt-get install libicu-dev icu. I didn't test either of those.)
