I think this is not a good idea. This puts a lot more pressure on the library submitters, who already have to meet a quite high bar of quality set by Boost. Besides, a review manager is expected to be an expert (more or less) in the domain of the library being reviewed - something we can't tell if it's true or not about a new person who have just submitted his first library for a review.
