[boost] date_time bug.

Hi All, I have reported one bug: Ticket No:7022. (Link is https://svn.boost.org/trac/boost/ticket/7022 ) As I have tracked. the owner (you can see it on ticket information) assigned to my ticket is not active. I have not found any posts by him newer that year 2007. So, could anyone help in verifying my patch for the reported bug?. I found this bug using some tool.
