Agreed. Also, I think it might be nice to write a short explanation of grades we're giving. Last time I checked, it's not good etiquette to reject a research paper from publication "just because".
Yes. The GSoC web application has a 'public' checkbox for reviews. If we don't check that, comments will be 'private' (meaning: only seen by mentors), so we may put annotations there.
