[boost] [date_time] global locale affects to_iso_string(date)

Jeff, Can you tell if this fix is going to be included in 1.35? The problem is that to_iso_string() uses locale separator to make year, i.e. [2,002-Jan-01 01:02:03] There are more details - http://lists.boost.org/Archives/boost/2007/03/117276.php Thanks, Andrew
