[boost] [date-time] small interface nitpick

Hi, I have spoted another small inconsistence in the date-time interface. Generic date_time::time_duration 4-parameter contructor have a default values for seconds and fractional seconds. Posix variant have default value only for frac_seconds. Regards, Pavol
