[boost] [GSoC 2018] Want to contributed to Boost.SafeFloat

Dear boost community, I'm Bensong Liu, a second year undergraduate student. I'm interested in Boost.SafeFloat and willing to contribute to this project. I've finished all of the `Programming competency test` and I'm still working on tests && proposal.
