[boost] [conversion] Borland cast_test failure

The reason for the failure is simple - Borland compiler cannot handle default template parameters for nested templates. I could not find a quick workaround, so suggest marking this test as 'expected fail' unless there is some codefrom an older version for it to fall back on. -- AlisdairM
