On the basis that noone is testing old compilers so noone even knows if the workarounds inside #if blocks work.
But people are testing with old compilers, including the person you replied to. Also, don't underestimate stability, even if we don't know something works, there's a good chance it will for stable code. This decision should be up to the library maintainer, so making it for them in config is clearly wrong.
