[boost] Reminder: Oct 26, 1.81.0 closed for new libraries and breaking changes

1.81.0 closes for new libraries and breaking changes next Wednesday (2022-10-26). We have two new accepted libraries: MySQL and URL, but only URL has been imported into the organization and has a submodule right now. Glen
