I do not know why it is not used presently. Hopefully Peter Dimov will comment.
This proof of concept implementation (of Alexander Terekhov's algorithm) only works on MSVC/Windows. I'll try to portabilify and integrate it in the main trunk after we branch for release. It's too late for 1.32.
