As far as I understand all messages are distributed by melange to the appropriate people. Private messages are shared among (subscribed) mentors, while public messages also include the student. The same goes for visibility on the melange web interface.
I think Vincente means a general message, not related to a specific project. I think Boris might have an overview of everyone registered as a mentor in google melange?
