I believe that almost the very first thing you should explain is what is added/changed between std::locale and its facets and Boost.Locale. Also since you mention date/time functionality you should explain what Boost.Locale offers compared to Boost.date_time. These are just suggestions, but when you offer a library and there are other well known similar libraries around, I think it is important to distinguish your library's functionality from others.
