Can you please just write in few works what should I do. I want to continue with Boost.Locale Jam files development.

In theory just adding: path-to-boost-root/libs/regex/build//icu_options to the list of your sources for the library build should do the trick.... but you need to find out why the regex lib build isn't working for you first, HTH, John.
