Attached is version 0.2 of my Stoer–Wagner algorithm implementation and `test.cpp`. `test.cpp` now depends on three data files that were generated by a random min-cut problem generator. These data files have been attached as well. I am currently working on a documentation page, but other than that and "named parameters", I believe that I have addressed all of the feedback items.
