Hello Boost community, I am GCS Living Stone, a Computer Science and Engineering undergraduate at National Institute of Science and Technology. I have fair amount of knowledge in Linear Algebra and skills in C++, Python programming. I have gone through Boost GSoC2019 proposal list. I found interest in Boost.uBlas Project 4: Non-negative matrix factorization implementation. I am seeking information regarding where to submit the competency test and how to begin with the project proposal as the project description has not mentioned any specific techniques. [Also I would like to bring to your notice that the Boost.Python project just mentions the project number but does not describe the projects.] Looking forward for the advice and guidance in the mentioned issue.
