[boost] [1.32] dynamic_bitset docs

Documentation for dynamic_bitset contains TODO notes at the beginning. Maybe they should be removed for Release, they are of little value for user and rather give impression of library being unfinished. Chapter "Changes from previous version(s)" contains striken text "reserve(), capacity()" that may be removed (functions are present but undocumented).. /Pavel
