Although I largely agree with your opinion, I don't think it is the right time to touch any of the reviews policies. It certainly is not enough time. I think, there needs to be period of several months allocated for such discussions during which no reviews are conducted, until the Community agrees on any updates. However, some of the instructions and statements in the current documentation on the reviewing process could be improved and further clarified indeed.
