A colleague gave me the following arcane workaround:
cd bin/boost/libs/python/build/boost_python.dll/mingw/release/threading-multi/
Correct an error in the boost library, which is missing references to the numeric module:
g++ -shared -o boost_python-mgw-mt-1_33_1.dll *.obj -Wl,--out-implib,boost_python-mgw-mt-1_33_1.lib /c/WINDOWS/system32/python24.dll
