To limit initial exposure to early adopters so that it is easier to deal with any fallout from what is a really major upgrade. That said, I'm going to be testing to see what the impact of v3 as default would be on Boost libraries and tools. If that goes smoothly, maybe we might want to consider shipping with v3 as default.
