[boost] Review Request: thread_safe_signals

Hi, I'd like to request that thread_safe_signals be put into the queue for review. thread_safe_signals is a thread-safe implementation of Boost.signals. It has some interface changes to accommodate thread safety, mostly with respect to automatic connection management.
