FWIW - the incubator entry for every library includes a field which specifies which C++ standard versions it is intended to work with. Also it includes a field which specifies which compilers the author has tested it with.
I've always felt that all libraries should have some similar page. Actually, I always hoped that the incubator would evolve into a better boost website with better support for the idea of "modular boost.
I totally aggree with you. I think it would be so good if we would define somehow a standard where library maintainers are required to put status badges on github (like appveyor, circleci, travis, regression, license, documention) with indication what the minimum supported C++ standard is.
