[boost] boost.url review period has ended

Based on the amount of reviews I don't think we need an extension to make a clear & well-founded decision, which I hope to be able to announce soon. I would encourage those who didn't find the time to write a review to engage in discussion with Alan & Vinnie who have been very responsive to criticism.
