I believe people would care less if a library is standard or not if there was an easy way to get the library and integrate it in a project. Most Python and Ruby users have no reluctance into trying a library because it's so easy to plug one in by copy/paste or by using pip or gem.
I think you're right and this is especially problematic on Windows (IMO). Building is a nightmare, it'd be awesome if there was a good solution for this. On Linux one can often just do apt-get / yum install <lib> -- Olaf
