Because to many developers don't give a s... I tried to address this early on in the 1.34 cycle. To no avail.
Would it be possible to get some sort of blanket permission from library maintainers with license problems to update the license in their files? If so, this seems like a very automatable task. (I know there might be some problems with making this happen, but it seems worth asking.) John
