[boost] [1.37] [dynamic_bitset] Permission to port to the release branch

The latest changes to dynamic_bitset are either documentation improvements (markup, contents, wording) or removals of workaround code for compilers on which no tests are run anymore. I'll wait for a trunk test cycle anyway, but I thought to ask with some anticipation for permission to port them to the release-ready branch. -- Genny
