Is there a "deferred" state for bugs? We could explicitly ignore those in the minimum time to handle statement.
I do not see one, but I believe the administrator can add it as a resolution. There is a setting of "To Be Determined" as a milestone, while is somewhat like "deferred", though.
Hmmm, how about the phrase, "active bugs," like the following?
