Well. You just want to have some sort of approval process. I guess you just don't want the "powered by boost" logo floating around and being pasted on just any software. That's branding.
Use of a logo graphics is use of an intellectual property. It usually is licensed, permission granted or not, etc. True. However, I'm not sure what would approval process mean for projects that use Boost libraries, literally, do #include <boost/....hpp> in their sources and want to put "Powered By Boost" logo on their websites IMHO, permission to use this logo should be granted in that cases without restrictions. Otherwise, it wouldn't be different from expecting projects asking for permission if they can write Project X uses Boost" on their website.
